Government Authority located in New Zeeland based organization looking for expert vendor for e-Plan software solution.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide an implement system which delivers a full suite of functionality; e-Plan, consultation and submission management and e-consenting. However, the critical component at this point in time is the delivery of a fit-for-purpose e-Plan and we will consider all suppliers.
• An electronic district plan that is interactive, hyperlinked (database plan) to the text of policies with functionality to integrate with agency existing GIS system to drill through layers and highlight policies that apply to a specific location
• Compliance with standards and specifications set out by MFE
• Supports District Plan amendments
• Supports the ability to publish data and documents from Council’s Core Enterprise System to enable consent tracking.
• Online delivery of e-Planning services (future)
• RMA consultation and submission management (optional)
• Ensuring the systems, processes and tools are crafted to maximise end user ease of use and their ability to self-serve, know who the user is and what they want. Information will be collected once and reused appropriately;
• Act with an awareness that being different is expensive, complicated and time consuming for all parts of the system. Simplified business processes and reduced costs through integration or eliminating redundant systems, making it easier for the users;
• Develop solutions that are not over-engineered
• Develop and maintain common standards for information that align with business requirements, processes and goals, and ensure the effective sharing of data and information;
• Leveraging partnerships with users, government and the private sector to improve the delivery of services, including providing open data for greater transparency and accountability, as well as supporting “mash-ups” of government data, information and services.
• Ensure the e-Planning solution provides the private sector and community with the ability to understand what the legislation means and find the pieces of information that relate to a particular property or activity proposal.
• The ability to guide customers through lodgement of a digital online application via the e-Plan, including the option to initiate neighbours consent online
• The ability for the system to determine the rules based on the property location and proposed activity and to present these to the assessing Planner for validation on lodgement of a Resource Consent application
• The ability for external consultants to log into Council’s system and securely process applications remotely
• The ability to adapt as required in order to meet future RMA changes and federation of District Plans.
